1. Introduction to CPC Certification
The Children’s Product Certificate (CPC) is a mandatory certification for children’s products (intended for ages 12 and under) in the U.S. market, regulated by the U.S. Consumer Product Safety Commission (CPSC). It verifies that the product complies with strict safety standards, is free from hazardous substances, and meets U.S. legal requirements.
2. Why is CPC Important?
Legal Requirement: Without CPC, children’s products cannot be imported or sold in the U.S.
Safety Assurance: Reduces risks of poisoning, choking, or injuries caused by substandard products.
Brand Reputation: Demonstrates a company’s commitment to child safety, enhancing consumer trust.
Avoid Legal Risks: Non-compliant products may face recalls, heavy fines, or lawsuits.
3. CPC Registration Process
To obtain CPC, products must undergo:
Identify Applicable Standards: Depending on the product type (toys, clothing, school supplies, etc.), relevant regulations such as ASTM F963, CPSIA, CFR 16 apply.
Testing at an Accredited Lab: Tests for lead, phthalates, mechanical safety, etc., followed by a lab report.
Prepare Technical Documentation: Includes test results, product labels, and manufacturer details.
Issue & Publish CPC: The importer/manufacturer signs the CPC, declaring compliance with CPSC regulations.
(Note: The CPC is a self-issued document, not a license provided by the government or any third party. Instead, it is a certification based on laboratory test reports.)
4. Key Components of a CPC
a. Product Identification
The product description to be certified must be detailed enough to match the certificate with every specific detail of that product. This includes details such as the product name, model number, production date and manufacturing location of this product.
b. List of Applicable CPSC Safety Regulations
Must cite exemptions or determinations under safety rules.
c. Contact Information
Name, address, email, and phone number of the record keeper.
d. Production Date & Location
Manufacturing date and city/country (or factory address if multiple locations exist).
e. Testing Date
f. Accredited Lab Certification
Example: “CTIC VIETNAM Co., Ltd. – A third-party lab accredited by BOA Vietnam (ILAC-MRA member).”
