The new regulations take immediate effect, primarily involving adjustments to controlled product categories and the addition of new exemptions.<\/span><\/span><\/p>\n<h3><strong>I. Scope of Regulated Products<\/strong><\/h3>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">The bill specifies that the following products and their components must comply with lead and cadmium content limits:<\/span><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Jewelry, toys, cosmetics, and personal care products<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Puzzles\/board games, playground equipment, outdoor sports gear<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">School supplies (excluding fountain pens and mechanical pencils)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Kitchenware (pots, pans, food containers, etc.)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Arts and crafts materials (children&#8217;s chalk\/crayons\/paints, excluding professional artist materials)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Apparel, footwear, accessories, keys, and keychains<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Others: Fidget spinners, party supplies, etc.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\"><i><span style=\"font-weight: 400;\">Note: &#8220;Pastels&#8221; refer specifically to crayon-like products made from pigment powder bound with resin.<\/span><\/i><\/p>\n<h3><strong>II. Content Limits<\/strong><\/h3>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">The import, manufacture, or sale of any regulated product is prohibited if it contains:<\/span><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lead &gt; 90 ppm (0.009%)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Cadmium &gt; 75 ppm (0.0075%)<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><strong>III. Exemptions<\/strong><\/h3>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">The following cases are exempt from the above limits:<\/span><\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lead\/cadmium-containing products already regulated by federal law;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Products with lead-containing internal solder (must meet):<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Distribution within the state must cease after July 1, 2028;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Manufacturers must submit biennial reports on lead phase-out progress;<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Key products:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Lead-containing keys circulated before July 1, 2028;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Keys circulated after 2028 with lead content \u22641.5%;<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Cast iron\/steel cookware:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Cadmium is present only in non-food-contact enamel layers;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Lead content complies with specified limits.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Recommendation: Relevant businesses should promptly verify product compliance to avoid trade risks.
